The EU Floods Directive in practice: what flood hazard and risk maps must show for project approval

The EU Floods Directive sets consistent minimum requirements across member states, but local implementation varies widely. We explain what a compliant flood hazard and risk map package actually needs to demonstrate.

Directive 2007/60/EC requires every member state to produce flood hazard maps and flood risk maps for all areas identified as having potentially significant flood risk. The directive sets the framework, but the specific mapping standards, review authorities, and submission formats are implemented nationally — which means a package that satisfies one country's competent authority will not automatically satisfy another's.

For a developer operating across two or three EU jurisdictions, this creates a genuine trap: teams often assume the Directive itself is the standard to meet, when in practice it is closer to a shared vocabulary that each national authority has translated into its own dialect. Understanding which dialect applies to your site — before, not after, the modelling begins — is usually the difference between a smooth planning submission and a stalled one.

Flood hazard maps under the Directive must cover three probability classes — low (extreme events, ≥1 in 1000 years), medium (≥1 in 100 years), and high (where applicable) — each showing extent, depth or water level, and where relevant, flow velocity.

Hazard maps vs. risk maps — a common confusion

A flood hazard map shows the physical characteristics of a flood event — extent, depth, velocity. A flood risk map shows the potential adverse consequences: population affected, economic activity, installations that might cause pollution, and protected areas. Submissions that provide only hazard maps without a risk map are incomplete under the Directive's Article 6 requirements.

The fix

Deliver hazard and risk maps as a linked package, with the risk map derived explicitly from the hazard extents rather than produced independently.

National implementation gaps

Some competent authorities require pluvial (surface water) mapping alongside fluvial and coastal flooding; others do not. Some require climate-adjusted projections for the 2050s and 2080s as standard; others treat this as supplementary. Assuming a single EU-wide standard is the most common cause of resubmission.
