What it is

Understanding flood risk before you build.

A Flood Risk Assessment (FRA) is a site-specific technical study that determines the likelihood and consequences of flooding at a given location — and evaluates how a proposed development will interact with that risk. It is an engineering study built from actual site data, calibrated hydrological and hydraulic models, and rigorous analysis of the project's specific flood vulnerabilities.

HYDRisk FRAs are designed to do one thing above all else: pass first-time submission. Whether the audience is a planning authority in Texas, an institutional lender financing a solar project in the UAE, or an EPC contractor building infrastructure in Qatar — every HYDRisk FRA is structured for the specific regulatory framework and audience it must satisfy.

The study encompasses rainfall frequency analysis, hydrological runoff modelling, hydraulic flood simulation, hazard classification, vulnerability assessment, and — where required — climate-adjusted projections to account for future flood risk under changing climatic conditions.

An FRA is not just a regulatory requirement. It is the engineering evidence base that protects your investment, informs your design, and demonstrates to lenders and insurers that the project has been properly assessed.

Why this matters
“A flood risk assessment that can't survive lender scrutiny isn't worth the paper it's printed on.”

Every HYDRisk FRA is structured for its specific audience — lender, regulator, or planning authority — before a single model is run. That is why our reports are accepted first time, every time.

Why it matters

Four reasons every project needs a proper FRA.

An FRA is not simply a compliance box to tick. It is the technical evidence base that protects your investment, unlocks financing, and informs every major design decision on the project.

Regulatory approval depends on it
Across the US, Europe, the Middle East and Asia, flood risk assessments are a mandatory requirement for planning permission in flood-prone zones. Without an FRA, a project cannot legally receive approval — regardless of its technical merit.
Lenders require it before releasing finance
Institutional lenders and DFIs financing infrastructure and renewable energy require a bankable FRA before releasing funds. A report that misses lender standards delays financial close by months.
It directly shapes your design — and your costs
FRA findings inform site layout, finished floor levels, foundations, drainage and access. Identifying risk at design stage costs far less than redesigning mid-construction or retrofitting after a flood.
Insurance and liability depend on it
Most insurers require evidence of flood risk assessment before issuing cover at competitive premiums. Without an FRA, premiums may be unaffordable or cover refused — and liability exposure rises sharply.
What we deliver

Specific deliverables — not vague promises.

Every HYDRisk FRA produces a defined set of technical outputs — in formats your planning authority, lender and design team can use directly.

Technical analysis
  • Rainfall frequency analysis — NOAA Atlas 14, ERA5 or local gauge data
  • Hydrological model — rainfall-runoff using HEC-HMS, SCS Curve Number
  • Hydraulic model — 1D/2D flood simulation using HEC-RAS or MIKE Flood
  • Flood scenarios: RP2, RP10, RP25, RP50, RP100, RP200, RP500
  • Pre- and post-development flood impact comparison
  • Climate change scenario analysis (SSP2-4.5 & SSP5-8.5) where applicable
Deliverable documents & maps
  • FRA report — professionally formatted, audience-specific, regulator-ready
  • Flood hazard maps — depth, velocity, extent, per return period
  • GIS spatial data — GeoTIFF & Shapefile for planning portals and design teams
  • Flood risk matrix — consequence and likelihood table for decision-making
  • Mitigation recommendations — practical, costed options to reduce risk
  • Executive summary — standalone section for non-technical stakeholders
Formats: All reports delivered as PDF. All GIS data as GeoTIFF and Shapefile. Additional formats (GeoJSON, KML/KMZ, AutoCAD DXF) available on request.
